Given that future Starfleet "time cops" such as Braxton and the USS Relativity didn't get involved in Kim and Chakotay's shenanigans, could we assume that the repercussions of Voyager's crash affected the future of the Federation to the point where the Federation - or at the very least the Temporal Integrity Commission - didn't exist?
It's extremely speculative, but I can see the lack of interference in this case (Beyond storytelling purposes; Clearly you don't want the time cops to ruin your story) explained by a situation similar to when Daniels and Archer visited a ruined future, where the Federation had ceased to exist.

Well the U.S.S. Relativity existed outside of normal space-time so they wouldn't have been affected. (Kind of like how the temporal wake protected the Enterprise-E in First Contact)
No, I think Captain Laforge of the USS Challenger did something so horrible that they thought it was best have a future where ne never commanded that ship. (JK)
I really think its one of those fixed events that had to happen. If Janeway died there, then the Borg would have not been crippled 2 years later. Remember, they have allowed every time incursion that Kirk has done, Picard has done, Sisko has done, Archer has done, and all the others Janeway has done. I think they only get involved with incursions that RESULT in the destruction of Earth and the Galaxy or any incursion from AFTER the Temporal Integrity Commission was formed. Because you have to think, any temporal shannigans that anyone does before they existed has already happened that has resulted in a timeline where they exist. Only threats can come from the TIC's future.

But seriously, your reasoning is a good way to explain it. I believe that the DTI books elaborated on the need for Time enforcement agencies to steer away from Voyager's shenanigans as they were key to dealing with the Borg. That said, I'd be happy to see Trek steer away from time-travel stories for a while as I feel like it's been played out. I liked that Discovery decided to write it off their playbookes (even if I stopped following that show).
Because, even if it was a hand-wave and a cop-out, Janeway said it best when she stated: "My advice in making sense of temporal paradoxes is simple: Don't even try."

That's their patch for any plot holes that their future time travel stories might have. I'm not a fan of time travel stories either. Literally if the Borg destroy earth, we have a dozen ways to go back into time and prevent it from happening. And one would hope that the Relativity is outside of space/time (Kinda like the Krenim timeship) because if not, anyone could go to the moment the organization is created and prevent it from happening and the Relativity would instantly be erased from history.
