1) Does the Enterprise have waste baskets?
It seems that you'd accumulate a lot of stuff having a replicator around. Do you have to throw stuff away or does the replicator just take it to make new stuff with it?
2) Can the replicator replicate living things?
For example, Did Data just replicate spot and the replicator just takes him if Data hasn't interacted with him for a while and just make a new Spot upon request? There seem to be ethical issues.

1) Not sure why not. I probably wouldn't put every piece of refuse in the reclamator as I made it. And, I imagine recycling just converts it back to the base slurry so it can be reformed.
2) This is obviously morally dicey, but I don't see why not. The transporter can. As long as you have a pattern and access to the greater processing power allowed to the transporter, you certainly could form living thing.
I don't see why you couldn't pattern your dog's body at a year old, then copy his mental pattern weekly or yearly, then just reform it if you wanted to after he dies.
Of course, nothing stops you from doing that for yourself either, really.

It seems to me that on the core planets like Earth, people have near perfect health both physical and mental. There is no crime so there's no need to have a weapon. There doesn't need to be restrictions there because no one would ever do it. Off planet is another matter entirely. I get the feeling that the people in Star Fleet are the misfits in a way. The people who need to explore and challenge themselves. They'd need to be restricted more because they might actually need weapons.

Yes, its recycled (Year of Hell part 1) 2. NO, believe it or not. You can replicate a dead body, but living cells are too complicated with the type of energies that go into splitting of cells...now you can get around this by using Protomatter, but protomatter is what "Every ethical scientist agree to be unpredictable". You don't want a rapid aging lifeform like protomatter did with the Genesis Planet. Imagine to replicate a being only for it to age in surges and scream like child/teen Spock in pain. Most of the parts of weapons can be replicated (Well 20th century weapons can be replicated with no problem), but phasers have a few components that must be manufactured and cannot be duplicated.
