Boimler was toned down enough to more or less work. Mariner was also toned down, and that's saying something. Cartoon her simply can't shut up. Ever. And for all the words she rattles off like a chaingun, she says remarkably little. I can see not immediately sequestering Boimler--until you get to know Boimler. Could you trust Riker back there to not say much? Picard? Sure. But Boimler is Boimler; awkward, uncomfortable, wants to be liked, has no internal censor to speak of. That's a temporal disaster waiting to happen. Probably shouldn’t be let anywhere near an away team, then… which brings us back full circle to, “How are these people even in Starfleet?” Because they're funny?

Okay, totally made up. There a region of the Galaxy called Z-space. Z-space is deadly. But the Vulcans invented a shield a long time ago. But the shield has to be tuned. Once in a while they hit on the right tuning by accident and it works a few weeks. But the tuning isn't logical. They get so frustrated they give a bunch to Earth. One goes to a University. They're working on it and a junior team member brings in his ditzy and annoying partner/spouse/friend/child... to show off. They turn the machine on and it works for a few second and starts going out of alignment. Then annoying one says "Why don't you tune that thing. Its driving me crazy. They walk over and change a few things and it works. The annoying one has no idea how they did it but it was obvious to them when they did it. They figure out who can do this so they have a line of ships with two or three absolutely essential crewmembers who are annoying entitled jerks.
